20-June-2017 :Bonaire – The Public Prosecutor’s Office (Openbaar Ministerie Bes-OM) led the suspect Mr Clark Abraham before the magistrate (June 20th 2017). The Prosecutor believes that the preliminary investigation by the Bonaire-Bes Police Department (KPCN) gleaned enough substantial evidence to demand a provisional detention. At the same time The Prosecutor asked that the request be suspended under the strictest of conditions. Conditions which are based on not re-offending. The suspect has to refrain from contacting his accusers, and leave the property of his partner who’s already now staying at a different address. Also the suspect has to cooperate with the police and their reports concerning the investigation. Under the circumstances there will be a further investigation and penalties, he will be free on bond as the case continues.
Thee judge has ruled that, although there is a serious ‘red flags’ he also believes that Clark Abraham himself should and can take measures to prevent a recurrence. And that’s why he deemed it is not necessary to abide by the conditions requested.
Clark Abraham is accused of stalking, assault, attempted to exit the parental authority of a minor and trespassing and suspect.

Bonaire – Het Openbaar Ministerie BES heeft vandaag de verdachte Clark Abraham geleid voor de rechter-commissaris. Het OM meent dat het opsporingsonderzoek van KPCN voldoende ernstige verdenking heeft opgeleverd om de rechter-commissaris te vragen de voorlopige hechtenis te bevelen. Tegelijkertijd heeft het OM gevraagd om die hechtenis te schorsen onder zeer strenge voorwaarden. Voorwaarden die er met name op gericht zijn herhaling te voorkomen en die inhouden dat de verdachte zich onthoudt van contact met de aangevers, uit de buurt van de woning van zijn partner blijft die al enige tijd op een ander adres woont. Verder dat verdachte meewerkt aan rapportages. Onder die omstandigheden zou hij het verdere onderzoek en de strafvervolging dan op vrije voeten kunnen afwachten.
De rechter-commissaris heeft geoordeeld dat er weliswaar sprake is van een ernstige verdenking. Maar ook dat hij meent dat Clark Abraham zelf maatregelen moet en kan nemen om herhaling te voorkomen. En dat het daarom niet nodig is de door het OM gevraagde voorwaarden op te leggen.
Clark Abraham wordt zoals bekend verdacht van stalking, mishandeling, poging onttrekking aan het ouderlijk gezag van een minderjarige en huisvredebreuk en blijft ook verdachte.
Het onderzoek wordt voortgezet.

  • Heavy rain, gusty winds and increased seas are expected to be the main threats in these areas into Tuesday.

    After passing through the Windward Islands, the forecast calls for this system to weaken into a tropical depression on Wednesday, due to increasing south-southwesterly wind shear and land interaction with Venezuela.

    Tropical Storm Bret is an outlier that is only joined by a few tropical systems that have formed in June in the open Atlantic. The system is also somewhat odd because it formed farther south than most tropical cyclones around the globe.

Inter-Parliamentary Conference (IPKO) Was Very Productive

The Inter-Parliamentary Conference (IPKO) of the Kingdom of the Netherlands which took place between June 14 and 16 in The Hague was finalized yesterday with the signing of the list of actions.

President of Parliament William MIllerson explained that for the majority of the Curaçao delegation this was their first time participating in the IPKO. “For u, it was important to see that there was mutual respect during the meetings,” said Millerson. He also explained that on Tuesday the Curaçao delegation had an activity at the Curaçao House in The Hague where they had the chance to meet several Curaçaoans living in the Netherlands. “Everything was very successful.”

The Curaçao delegation also visited the Elemental Water Makers, the Nuon Solar project and the Clean Ocean Foundation which was very interesting for the island.

The delegations of all four countries in the Kingdom, Aruba, Curaçao, Sint Maarten and the Netherlands met during the conference. They signed several documents about cooperation in several areas between the countries. During the conference, it became clear that the cooperation between the countries in the Kingdom is extremely important. The leader of the Curaçao delegation, Ana-Maria Pauleta MP indicated that it is a priority for Curaçao to cooperate more with Aruba, Sint Maarten and the BES islands (Bonaire, Sint Eustatius and Saba).

The topics discussed during the IPKO were Climate Change, Sustainability, Youth, Education, Economic Opportunities in the Kingdom, Medical Care, Discrimination and Government Integrity. They also talked about the situation in Venezuela and the effects the crisis in the South American country has for its neighbors, Aruba, Bonaire and Curaçao.

Update June 14th 2017 :Insel Air Aruba (8I, Aruba) is to undergo partial recertification after an audit conducted by the Dutch aviation regulator (Inspectie Leefomgeving en Transport – ILT)

Update June 14th 2017 :Insel Air Aruba (8I, Aruba) is to undergo partial recertification after an audit conducted by the Dutch aviation regulator (Inspectie Leefomgeving en Transport – ILT) revealed two findings in the carrier’s administration – one concerns procedural matters in the training department while the other is in quality control. No issues were reported at the carrier’s Insel Air (7I, Curacao) sister carrier.

In a statement issued last week, Insel Air said additional audits at its Aruban unit are to be carried out in the near future so as to complete its inspection and return the carrier to service.

Given the circumstances, Insel Air has begun transferring Aruban-registered aircraft to that of Curacao where the added capacity is being used to stabilize the carrier’s network. As previously reported, Insel Air was forced to wet-lease in a variety of equipment from carriers such as Estelar Latinoamerica, Swift Air (USA), Fly All Ways Airlines, and Dominican Wings to cover its own capacity shortfalls as a result of the ILT’s audits.

Meanwhile, The Daily Herald reports that Venezuela’s Aserca Airlines (R7, Caracas Simón Bolivar) and Colombia’s Avianca (AV, Bogotá) have already approached Aruba’s Minister of Transportation, Mike de Meza, over the possibility of taking over some of Insel Air Aruba’s routes for the duration of its downtime.

The Dutch government has indicated it wants to discuss such possibilities with both the Curaçaon and Aruban governments in particular the roles that KLM Royal Dutch Airlines (KL, Amsterdam) or other Dutch airlines can play in maintaining regular flights between Aruba, Bonaire, and Curacao.

The curator in charge of InselAir Aruba will ask the judge to declare the airline bankrupt this week. Jeanot de Cuba, who has been appointed by the Court as curator, has submitted a letter to turn the suspension of payment into bankruptcy.

The Court will hear the management of the airline this week and make its decision.

WILLEMSTAD – KLM schort de code-sharing met de Antilliaanse luchtvaartmaatschappij InselAir per direct op. Dat melden diverse afzonderlijke luchtvaartbronnen donderdag op Curaçao aan Reismedia. De maatschappij kampt al langere tijd met financiële en operationele problemen. De situatie is dusdanig verslechterd dat KLM heeft besloten de code-sharing op het Caribische netwerk van InselAir eenzijdig op te schorten,

Luchtvaartmaatschappij TUIfly maakt tussen de eilanden ook gebruik van InselAir, maar in mindere mate dan KLM. TUIfly bekijkt het inzetten van de maatschappij zorgvuldig.

InselAir krijgt veel klachten over de dienstverlening en de opvang en communicatie bij vertragingen. De directie ging daarvoor onlangs publiekelijk door het stof.

KLM werkt samen met InselAir voor het vervoer van passagiers tussen de eilanden om op deze wijze alle eilanden zeven dagen per week aan te kunnen bieden.

Beide maatschappijen hebben er vertrouwen in de samenwerking binnen enkele maanden weer te kunnen continueren, meldt het Antilliaans Dagblad.

Insel Air verkeert momenteel in financieel zwaar weer door onder andere een openstaande rekening van ongeveer honderd miljoen Antilliaanse gulden in Venezuela. Door de politieke en financiële crisis is dit bedrag nog niet betaald. InselAir heeft in de loop der jaren de frequentie richting het land afgebouwd vanwege een teruglopende markt en hoopt deze terugval op te vangen met nieuwe bestemmingen.

In recruiting the new man or woman for the post, the function lacks a good profile. “Our legislation can be strengthened with, for example, a good profile for the function. Who should be put on that position? That can be clarified.”

Arduin was sworn in on October 10, 2010, when St. Maarten became an autonomous country. “Setting up of a new institute is a challenge. We have in placed in a ten-year strategic plan. We have included that a thorough evaluation be carried out after 7 years. This is now ongoing.”

The biggest bottlenecks have been resolved, said Arduin, such as how the ombudsman is financed. The key points of awareness that the ombudsman was able to achieve: “What does the ombudsman actually do? The term propriety is not a household term. That indicates what the bottlenecks are.”

Arduin is chairman of the Caribbean Ombudsman Association (CarOA), who held the biennial conference in Bonaire this week. Majority of the Caribbean islands have an ombudsman, 25 in total. Nineteen of them are members of CarOA.

Unfortunately, despite legislation Aruba has still not appointed an ombudsman. Arduin and ombudsman Reinier van Zutphen of the BES, who also attended the conference, worry about Aruba not having an ombudsman: “Those who want to file a complaint are inconvenienced by the absence of an ombudsman. This is not desirable. It is very important for citizens of Aruba, because there are serious things going on”, according to Van Zutphen.

The members at the conference agreed on a joint effort to resolve the challenges and bottlenecks. “Everyone has to review the legislation closely. Certain ombudsman from the Caribbean could not attend this week, because their respective governments did not permit them to.
